The article makes areport of a case in which a couple (Andrea and Waldo Hernandez) is ina conflict with the criminal judicial system for the neglect of theirtwo foster children. From the case, Andrea and Waldo are beingaccused of endangering the lives of the 2 months and 14 months fosterchildren. It is reported that the two foster children were put incircumstances that resulted in the peeling off of their body skin.For example, the 14-year-old foster kid suffered from skin burnsafter the Hernandez’s 13-year-old biological kid placed him on ahot refrigerator that had been placed outside in the heat. Thearticle indicates that, although Andrea and Waldo had passed thecriminal test before assuming the responsibility of taking care ofthe two kids, it is evident that they were not high-quality fosterparents.
Relatingthe article with the provision of human service
Thereare three major factors indicating that the article “Family servicelooking at changes after child neglect case” relates to theprovision of human service. First, the main theme of the article is“child care”, which is one of the key functions of the humanservice agencies. In this article, the Department of Family Servicetook the responsibility of assessing Andrea and Waldo before allowingthem to take care of two foster children. The intention of thedepartment was to allocate the two children to quality fosterparents, who would bring them up into good members of the society,which is part of the human service functions (National Organizationfor Human Services, 2014).
Secondly,the Department of Family Service has case workers, who are in thedirect contact with the vulnerable population, which are the fosterchildren in the present case. According to NOHS (2014) one of thecharacteristics of human service provision is the direct contact withwhich the human service workers relate to people who are vulnerableto exploitation. From the article, the caseworkers are expected tovisit families where foster children have been allocated and have adirect contact with the family in order to assess the progress of thefoster children.
Third,the main objective of the Department of Family Service is to improvethe quality of the lives of the vulnerable children by giving themquality foster parents and making a regular follow-up to ensure thattheir needs are adequately addressed by the foster parents(Bhoolsuwan & Mutchler, 2013). Human service agencies and workersmaintain their commitment to enhance the overall quality of thetarget population (NOHS, 2014). Therefore, the content of the articlerelates to the provision of human services.
Thearticle “Family service looking at changes after child neglectcase” provides a comprehensive case for the provision of humanservice. In overall, the article is well organized, which helped theauthor present the topic in a comprehensive way. The authorsintroduce the article by stating that the Department of FamilyService has found a solution to in light of Waldo and Andrea case.The solution is mentioned later in the passage, which is theassessment of the abilities of the case workers and identification ofquality foster parents (Bhoolsuwan & Mutchler, 2013). Therefore,the authors managed to address both sides of the topic, which includethe identification of the problem and its solution.
Althoughthe 12-year sentence for the two foster parents sounds to be apunitive corrective measure, the authors managed to use ethos to makean argument that can convince the audience that the case was serious.For example, the use of the contribution made by the executivedirector of the Children’s Advocacy Alliance and otherprofessionals helps the authors convince the audience that thecontent of the article is reliable (Bhoolsuwan & Mutchler, 2013).
Childneglect has become a commonplace phenomenon, but addressing itthrough the incarceration of parents might even worsen the well-beingof children. In the case of Waldo and Andrea, it is evident that thetwo kids were neglected, but incarnating the two parents for 12 yearswill increase the number of vulnerable children instead of addressingthe underlying issue. This is because, apart from taking care of thetwo foster children, Hernandez’s son will be left without parentsto take care of him, which will subject him to the risks of beingneglected in the future. Therefore, although the article identifiesthe problem and the solution to the underlying problem, part of thesolution (incarceration of parents) is not adequate and serves topropagate the issue of child neglect.
Childneglect is a critical issue that requires drastic measures to reduceits prevalence and enhance the quality of lives of vulnerablechildren. The article “Family service looking at changes afterchild neglect case” identifies the incarceration of guilty parentsand assessment of the capability of the case workers as majorsolutions to the issue of child neglect. However, it is evident thatthe incarceration of parents will increase the vulnerability of boththe foster kids and their biological children. Therefore, part of theargument presented in the article should be re-evaluated with care toavoid increasing the number of vulnerable children in the process ofpursuing justice for the foster children.
